Maintaining Settings on flash drive / SSD

Essentially I want to create a plug and play version of VLC media player that is completely dummy-proof for a (mostly Korean speaking) coworker of mine. There are settings, like character encoding for subtitles, that would be difficult to explain to this individual but I want them to be able to load up VLC and have these video files just work.

I''m pretty much a noob myself but my understanding is these settings are in %appdata%\vlc\vlcrc or something to that effect and won't simply carry over if I dropped my installation of VLC onto an SSD. Maybe I'm completely mistaken but anyway I would appreciate your help.
