How do I disable keyboard shortcuts? - NOT HOTKEYS!

For questions and discussion that is NOT (I repeat NOT) specific to a certain Operating System.

How do I disable keyboard shortcuts?

Things like CTRL+F, CTRL+D, CTRL+H etc etc??

I think all these things should be in the hotkeys section but am unable to find any way to disable these shortcuts.

GUI shortcuts cannot be disabled.
