Trouble with 2160p image quality (dash cam)

I use a Rexing V1 (Gen3) dash cam, which records at 2160p.

Playback is crystal clear in Media Player, but when I try to use VLC, the image is extremely grainy. I've been through most of the various settings I can find, but can't seem to fix it.

What do I need to adjust?
