VLC fails to display 720x576 coded video

Video exported from PowerDirector at 720x576 25Hz resolution, MP4 format.

Video displays properly with Windows Media Player but with VLC 2.2.6 Umbrella on Windows 10 and 2.2.2 Weatherwax on Linux Mint 18, all that is displayed is a vertical line on the screen down the middle of an enlarged vertically display window.

On Windows the sound is played correctly. On Mint the sound is garbled.

VLC detects the codec as H264 - MPEG-4 AVC (part10)(avc1)
Resolution 720x578
Display resolution 720x576
Frame rate:25
Decoded format: Planar 4:20:0 YUV

Try with VLC 3.0.0 RC nightly build.

Tried with 3.0.0.0 Vetinari 07-Feb-2018. Sorry but problem still occurs.

Please open Tools -> Messages (set Verbosity to 2) before you start the playback, and then paste the full resulting log here or on Pastebin.com if it's too long.

Also please upload a short sample of a problematic file to either Zippyshare.com (200 MB max) or to EmbedUpload.com, the latter will upload the file for you to several other hosts (use the default ones) and then post the link to the file here.

If needed cut it with DGsplit and read here about how to do it:

50 MB max should be enough.

The video actually IS a vertical line:

The display aspect ratio should never be 0.002.
And it's showing a vertical line in every player I've tried.

Sorry but I don't get that. If I play it with Windows Media Player or with Power Media Player 14 supplied with my HP laptop it plays normally.
