Playlist as a for PlayOut Solution, TV Channel

Is there a way to create a playlist to work as a programing scheduler. I am using OBS Studio to stream an online channel using playlists from VLC to play videos.

Two questions:
-Is it possible to make a playlist show total duration time, so as to show when 24 hours have been reached.
-Is there a programing scheduling creation application that can output a playlist xspf that VLC can use?
