I fixed this issue (at end), but I'm posting this to help others.
Suggestion to developers:
Default is "[_] Video Auto Scaling".
Make default "[X] Video Auto Scaling".
Or, make menu: "Video" > "Always Fit Window" a sticky setting -- this is probably the most user-friendly solution.
Issue 1: When starting Blu-ray playback, the VLC window is positioned correctly but the video frame within the window is cropped along the south-east. The copping is ~240 pixels on the east, and ~100 pixels on the south. Outside of the cropping there is black matting.
Issue 2: Though the video frame is correctly centered both horizontally & vertically, it's 1920x1080 instead of being scaled to my laptop computer display.
Workaround: I have to select Menu: "Video" > "Always Fit Window" to correctly place & size the movie frame. I have to do this every time I display the top-level menu, not just when I load a disc.
To fix:
From the menu, "Tools" > "Preferences" opens "Simple Preferences" (or "Advanced Preferences") dialog.
Select "Show settings (_) Simple (*) All" at bottom-left to expose "Advanced Preferences" (required for what follows).
In left panel, select "Video".
In right panel, scroll down to "Window properties".
In "Window properties" add check mark to "[X] Video Auto Scaling" & save.
Done!
