Subtitle Synchronization

Hallo

on this Wiki page I found a interesting setting to adjust the subtitles synchronization:

Tools > Track Synchronization > Adjustments and Effects > Synchronization

where I could change the "Subtitle Speed". Very interesting, but on my VLC player 2.2.4 on Mac OS 10.11 there is no Tools menu. It is only in the Windows (and I guess the Linux) version.

How can I change a subtitle file if it fits to a movie with a framerate of 25 fps but the video is 23.976 fps on the Mac VLC-App?

At the moment I change the framerate of subtitles with subtitle workshop 6 (only for Windows that why I use it in Fusion):
Open the subtitle file and set the input FPS to 25, the FPS then to 23.976, or experiment another FPS which is possible to set manually into the dropdownbox.
When the FPS is changed, the subtitle times are changed immediately (not when a new value is set).
To see the exact time offset I go to the last subtitle and into the video where the corresponding audio is timely. This also helps me to calculate the fps difference.
