Playing a file before every new song added to playlist?

I'll try to explain this best I can.

I'm using VLC for some announcements for home automation (specifically, VLC Thing for Smartthings). My smart hub sends a file to my computer running a VLC web server and plays that file added to the playlist in VLC to a remote bluetooth speaker. It works great, but I'd love to be able to add a "chime" or sound effect that is played before the event is played.

So is there anyway to force VLC to play a file before every new file added to the current playlist?
