Play back file with multiple different sections cut out

Hello,
I am new here and could not find something by search to answer my questions. I might have the wrong terminology that I am searching for.

What I would like to do is have a file that has different times listed that I want to edit out of a video. I would like to launch VLC player and have it play the video based on the time-edit file.

So lets say the file name was MyMovie.avi (could be any video format) and I wanted to show the whole movie of 2 hours long, except 1 minute 21 seconds starting at 53 minutes-42 seconds and except 15 seconds starting at 74 minute-31 seconds and so on and so forth.

Also if there is a way to mute the sound at certain sections also.

It would be for filtering movies like VidAngel used to do for watching dvd/bluray's with my kids. if I have to rip the dvd first, that is fine.
