Streaming AVI that is being recorded

Im trying to stream an AVI file that is being recorded by bandicam, but it stops stream if i move timeline to point where it is less than a second delay from recording. VLC's screen capture with transcoding adds huge delay and is not using gpu for it. Is there a way to prevent playback breaking? I'd like to find a way to stream such files without delays via HTTP protocol.
