Hang when repeat-loop - for missing/unplayable rules

when playing media on a USB and it is forcibly removed,
(file becomes unavailable)
VLC(latest) attempts to repeats file rapidly making program unresponsive
it happens both on windows and Linux
(also when opening playlists that reference to not yet mounted drives or corrupted/unplayable files)

it happens quite often for my usage thus it is quite annoying (maybe minority of users)

:arrow: possible solution:
when it detects this
add a dialog prompt asking what to do
-option to watch-file (retry after # seconds) instead of rapid-fire repeats
-button/option to turn off repeat or to stop playing

The difficult part is "detect this".
