VLC fails queries to \AppData\Roaming\vlc\art\arturl\

Some embedded album art hasn't been showing up in VLC. Using process monitor I noticed that VLC always returns "NO SUCH FILE" on querying in \AppData\Roaming\vlc\art\arturl\, and that this is true even for songs where album art does load.

Interestingly enough, VLC is able to write to arturl as I'm able to manually locate the art.jpg files that VLC is failing to notice.

I tried running VLC as administrator, but there were no differences. Any ideas how to allow VLC to query arturl?
