Transcode to XVID VHQ possible?

I am trying for the first time to use VLC media player to transcode a file.

I am transcoding to XVID-3 video

In my profile, on the video tab, "quality" is disabled and says "Not Used".

Is there something I can put in the custom options box to enable VHQ?

I am looking for the general equivalent of mencoder's vhq=4 and bvhq=1 settings.
