Question effects on video

I was wondering if its possible to apply effects while watching a movie. I'm searching for something similar to Orton effect on Photos or HDR.

If Its possible how can i do it?
Where do I get effects from ?

The applicable video effects, see Menu - Tools - Effects and Filters.

thanks that did help to reduce the noise but its still not the effect i was hoping :p not sure if its possible though

Have you not seen that this dialog box has three tabs, not just Audio Effects, also Video Effects and Synchronization.
And the Video Effects tab has seven sub-tab.

yes that's what i meant by "reduce the noise". But i was wondering if it can be extended with plugins or something to achieve the sort of effects i was talking about
