How Can I Force Video to Persistantly Follow Frame?

I am attempting to use VLC as part of a video editing project.

What I would like is to set so that it opens all videos in the window as I have defined it every time, while keeping the video's aspect ratio. So basically once I set the size of the window the video will always appear within the frame that I have established, with the ratio intact. I am editing large numbers of 1 to 10 second videos and every time I look at a new one VLC resets so that the new video is showing full size, which blocks my desktop. When I fix that problem another arises - every time I open a new video it I get the right window size but then parts of the video are cut off by the frame. I hope this makes sense.

Anyway, how do I do that? Thank you for any assistance offered.
