streaming does a loop

I recently tried to play a (sreaming) channel, which works.
the problem is that it only works for about a minute and a half.
http://64.34.174.186:8000 is what I stream, and it works on different programs ((like winamp, and XMMS) windows8.1, and Dynebolic-Linux) but for some reason, (in VLC) when it ends, it loops on my end.

anyone else have these issues, and if so, know how to resolve them?
I've toyed with connection speeds, but don't know really what else to do.


further details.
in winamp, the stream will not last longer than 1:30 seconds (usually stops around 1:20), and then will not play again until I restart the pc, or wait a few hours listening to other channels.
in VLC, (if it already stopped in winamp) it won't play at all (no logs either), but will play after a pc-restart (but instead of not playing anything (like winamp) VLC will loop the last 17 seconds).
if I stop the playback, and try to restart it, I get the (delayed) popup
"Your input can't be opened:
VLC is unable to open the MRL 'http://64.34.174.186:8000'. Check the log for details."

but alas, no logs
any help is appreciated.

and after (LITERALLY) months of this issue, it's suddenly resolved
