RTSP HD stream from Foscam camera crashes VLC

VLC 2.15 used for both server and a client on two separate PCs running Windows 8.1

I am trying to use VLC to read HD from a RTSP stream (a Foscam 9821W V2 camera) and stream the output over a local http port using a .asx script.

I have things working using the Foscam camera’s mjpeg substream in a batch file that looks like:
vlc.exe -vvv --file-logging --sout=#transcode{vcodec=WMV2,vb=800,acodec=wma2,ab=128,channels=2,samplerate=44100}:http{mux=asf,dst=:8567/} --sout-keep http://192.168.2.43:88/cgi-bin/CGIStrea ... etMJStream

But when I switch to the RTSP feed as the input to VLC from the camera, 95% of the time VLC crashes.
The RTSP feed works every time to VLC for the purposes of displaying it only (i.e, not doing any transcoding).

My failing batch file looks like:
vlc.exe -vvv --file-logging --sout=#transcode{vcodec=WMV2,vb=800,acodec=wma2,ab=128,channels=2,samplerate=44100}:http{mux=asf,dst=:8567/} --sout-keep rtsp://myuser:mypassword@192.168.2.43:88/videoMain

The VLC logging may or may not show a cause.
Most of the time, I see
unhandled vlc exception

A few times I’ve seen the unhandled vlc exception prefaced with
[wmv2 @ 04a58b40] removing common factors from framerate.

I’ve occasionally seen messages complaining that the input RTSP 100000 buffer has been exceeded.

Received 84 new bytes of response data.
Received a complete GET_PARAMETER response:

You should try 2.2.0, where this should be more stable.

I did try 2.2.0 Still crashing.
With 2.1.5 I would get a pop-up telling me VLC is not responding. I could see the console output.
With 2.2.0 all windows are removed when it dies.
