Troubleshooting tools

Ok so I'm watch some of my movies and three of the videos i watch have a lag of English being said and their mouth moving by a 2.5 sec. After a few days ago I had no problem opening my track synchronization and adjusting it. Now it won't open it won't even go to effects and filters with Ctrl + e. I have seen that using shift + f and g would work but the shift + f is only full screen\non full screen. So how would I be able to fix this problem would I have to uninstall then reinstall or was their a command key that disabled them
