Displaying File name or title during video playback.

I could have swore you could set this in VLC previously.

There was a setting for video files where you could set it to display the title/file name at the beginning or end of the file, or at regular intervals during the video. Where is it? Did it change? Was it removed? What version was it in? I have been searching through preferences for over an hour.

No, it's always present. Reset your preferences.
