Problem viewing some downloaded YouTube videos

Hello!

I'm running VLC 2.1.5 on Windows 10 64-bit, but this problem can be reproduced on the Android VLC app as well (note: problem also occurs in the MX Player Android app).

I've recently downloaded several YouTube videos, but they have a strange problem. When I play them back, the video plays perfectly for 10-20 seconds, then the video freezes and the audio just continues going as normal. On Android even the audio will eventually stop after 30-60 seconds, but audio works normally in the desktop program. Seeking to any location in the Android app causes both the audio and video to freeze (but not the app itself), whereas the desktop program can seek to any point and play audio normally, yet the video still freezes.

Here's a specific example, if you'd like to test. (Converted video link, file that I'm using | Direct YouTube video link) I can convert it to pretty much any format that's needed if that's necessary (though I'd like to retain the 60fps framerate, as that's the main point of having downloaded them in the first place). The console produces no output other than "[random #] main vout display error: Failed to resize display".
