How to stream video to device

Is there a tutorial somewhere that shows how to stream a library of movies to devices in my house like a playstation/xbox, a smart TV, smart phones, etc. with VLC?

Does this allow me to just create a library of content and allow other devices to pick and choose what items they want streamed to them?
