sample rates below 44100 arent compressed or normalized

VLC 2.0.5 twoflower, XP, Have already read stickies... I have normalizer set to 1.60 and 10 buffers, i have compression on.. all is working fine, but when i get a video with 32000 or 22100 the audio is full blast.. is this a common problem?
