Is it possible to make VLC open the "Open File..." option via command line? If so, can I specify which directory the dialouge will start in, or will it use the working directory?

Is it possible to make VLC open the "Open File..." option via command line? If so, can I specify which directory the dialouge will start in, or will it use the working directory?
