When you first open VLC...

When you first open VLC a window opens along with the VLC player.
“Privacy and Network Access Policy” appears where you check/uncheck two options: "Automatically retrieve media info" and "Regularly check for VLC updates". Is there a way to keep this window from constantly opening when VLC is started???

It should only be shown after installation.

It seems that the settings are not being saved to file.
Are these settings supposed to be saved to an INI file?
If so what is the format of these settings and what file do I need to edit?
