Transcode Save and Hasten subtitle 18.2s

Transcode Save and Hasten subtitle 18.2s

I have a Spanish video and a separately provided subtitles file in English. When I play it I need to set the subtitle track synch to -18.2s in order to have the two line up.
Once I set this up in play mode, how do I start the Save/Transcode process and preserve the track synch I've set into a new merged video?
Can I pause the playback and go to Media > Convert/Save to start it, or, do I need to learn how to do this in command line?

If I just start from scratch from the Media menu I get the option to add a subtitle but dont get a track-synch option at that point.

18.2s is a bit too much for VLC. Edit the subttitle.
