Just joined in here (hi!)and after digging deep in VLC 2.02 found I'd lost control panel in fullscreen mode after installing a new skin, so anyway here is the fix;
Go to Tools > Preferences > select Show Settings to All.
Then in Interface > Control Interfaces, tick the box 'Mouse gestures control interface'

Tried that.
Also edited vlc-qt-interface.ini as was suggested in other forums discussing loss of control panel in fullscreen (Google Search)
Anyway, trying to help people out who may come across this issue.
