Import/Export Hotkeys

Is there a way to set your custom HOTKEYS and then export them for future use. I dread re-setting all my custom buttons after every install of VLC. I would like to just import them after an install. Is this possible?

Second q..
is there a way to bind the 'Loop A to B' function to a HOTKEY? i.e press 'HOTKEY' to set Loop A and then press key again to set B.
