VLC 2.0.2 unable to play videos of 1 FPS

VLC 2.0.2 seems to be unable to play videos of 1 FPS frame-rate. This low frame-rate is used for video lectures and for security camera footage.
I have verified this behavior by encoding videos to various formats (xvid, H264, mpeg4), but 1fps video will not play in VLC, while it will play in Windows Media Player and on my Android phone.

VLC low fps playback was always an issue.

Just linking together another thread about this same issue. The poster of this other thread had no issues in 1.x but 2.x doesn't seem to work.

I haven't tried reverting to 1.x , i just found another program to play the files, but i really like VLC. Hopefully it can be repaired in the future.

Hello,
In case it may help, just tested on my computer the minimum fps working "fluently" with Vlc :
=> 2.5fps or higher is ok (tested with Vlc 2.0.3 and 1.1.11, same results)
=> 2.4fps or lower is erratic or totally static

The tested files were 2 avi files (xvid) whose frame rates were quickly modified using VirtualDub (Change frame rate to...) then saved without reencoding (Direct stream copy)

A workaround could be to record at 4fps, then playback in VLC, altering speed to 0.25x and now the output is exactly 1fps
This workaround is ok with Vlc 1.1.11 (just tested it, each frame appears on each ticking second, great !) but I couldn't do same with Vlc 2.0.3 because the "Slower Speed" in 2.0.3 doesn't seem to correspond to 0.25x found in 1.1.11

Can you test by increasing the caching?

And btw, you can still get slower speed in 2.0.3

As you suggested, modifying cache parameters made it (Tools => Preferences => Input & Codecs => Default caching policy => Higher latency => Save => Quit)
Then the avi test file (1fps.avi) played "fluently" , 1 frame per each ticking second !

Notes :
* This worked with both Vlc 2.0.3 and 1.1.11
* "High latency" wasn't enough to get it work fine, but "Higher latency" made it
* Just wondering... is "Higher latency" the correct naming ?
Shouldn't it be "Highest latency" as opposite to the alreading existing "Lowest latency" naming ?

Let's hope these tests will help klaasvaak12 to solve his problem : increasing cache to the max made it for 1 fps avi files, he'll probably need to test the "Higher latency" parameter with other files extensions / codecs whose rates are 1 fps

I too have problems with videos, at a FR of 3 or lower.
I have set Default Caching Policy as recommended and upped Disc & File Caching to 600 ms.
I find at 3 FPS, the video does not run at first but the Seek Bar moves and sometimes the videos tarts running after a while.
It seems similar on both my XP ( VLC 2.0.3 ) & Win7(X64)(VLC 2.0.1 ) systems.

Any other suggestions ?
