Playing a video at a certain clock time

Does anyone know how to have a start playing at a specific CPU time? For example, I want to set a video to begin playing automatically at the beginning of a meeting at a specific time like 4:30pm for example.

Does anyone know of a way to make this happen, or a program which can make this happen?
