Cannot active remote control interface in vlcrc

I can start remote control interface using command line options:

--extraintf rc --rc-host localhost:1234

However, when i put this in C:\Users\xxxx\AppData\Roaming\vlc\vlcrc

extraintf=rc
rc-host=localhost:1234

it does not work.

Also when i try to use setting/preferences it also does not work, in that case,
only the line

rc-host=localhost:1234

is added to file vlcrc

I am running latest version of vlc 1.1.11 in Windows 7
