Radio Streaming Relay

I search help to setup 1 stream in from http://kisstv.dyndns.tv:8888
to stream via Server to many Clients.
Incoming Stream OK bud out stream always cam error.
Ho can help me to get it to work.
I am using VLC 1.1.9 on Windows 7 64Bit
Geting this eror:
stream_out_transcode error: cannot create chain
main error: stream chain failed for `transcode{vcodec=none,acodec=wma2,ab=128,channels=2,samplerate=8000}'
main error: cannot start stream output instance, aborting
