increasing audio track volume specifically

i searched the forums and couldn't find my question so i ask here
is there a way to specifically increase the volume of a language in an audio file? in contrast to the rest of the noise, maybe like i clear voice trick or something?
i can't hear anything a character is saying compared to the very loud background noise
i understand this may be a stretch for vlc player but any help is welcome

I don't think that's even theoretically possible in general, unless the voices are on a separate audio track.
