compiling VLC under windows

Hello,
i'm trying to compile VLC under windows
I'm using MinGW / MSYS to compile VLC
but the command $ make does not work, it gives me this error
"make: no targets specified and no makefile found "
although I took the source code of vlc from your website
and I use the instructions in this link http://wiki.videolan.org/Win32CompileMSYS # MinGW
I do not understand how can I solve this error

Did you bootstrap and configure?
