support for H264 P only GOP (no I)

I work a lot with H264 P only GOP streams. (Instead of I frames ,the stream has intra refresh lines)
I noticed that VLC won't open any of these streams.
I am guessing it is waiting for an I frame to start decoding, because if I try to play a stream that has a single I frame at the begining , VLC plays it correctly.
Is this true?
If so why can't VLC start decoding as soon as it finds the first SPS/PPS ?
