Problem converting to Ogg Theora+Vorbis

I have VLC 1.0.6 on Ubuntu. While converting a video to Ogg Theora + Vorbis format I get the error:

[0x93aa8e8] vorbis encoder error: CBR mode initialisation failed
[0x91355a0] stream_out_transcode stream out error: cannot find audio encoder (module:any fourcc:vorb)
[0x91355a0] stream_out_transcode stream out error: cannot create audio chain
[0x914a6f8] main packetizer error: cannot create packetizer output (mp4a)

And audio is absent from the video. Please help.

This appears only when I decrease the sampling rate of the audio

What is the sampling you are requesting?
