I want that my vlc player starting always on top without do ctrl-T every time.

Isn't there a command line parameter to make it fullscreen? You could just add that to the file associations.

I have used http interface with --fullscreen and --stay-on-top added in the command line.

Oh correction, i had thought that something else was the problem. setting the proper preferences/commanline options indeed should do the trck.
