Any raw input format can be encoded in VLC?

Any raw input format can be encoded in VLC?

Dear all,
I'm trying VLC to encode YUV raw data.
I got the YUV raw data of video sequence from VQEG.org.
Is there any way to encapsulate YUV raw data or other raw data so that VLC can recognize and do the transcoding?

<ps> I found a utility yuv2avi.exe but it seems VLC doesn't
recognize the .avi. However, it can be decoded in VirtualDub.
