How to get http://cctv.ws/7/BBC1 to work

VLC is producing the following messages whilst trying to connect successively to various BBC TV channels in the playlist. It cannot connect to BBC1 either in high or low quality format, but it can connect to BBC2. Does this mean the channel BBC1 or 84.45.59.46:51002 is down, or is the VLC programme perhaps not trying to connect for long enough, before giving up and moving onto the next item in the playlist, or is the information for connecting to that server perhaps incorrect. How can I find out what the problem is please?

Nowadays I also facing like wise same problem but till today not successes to find out resolution . Here with I found many informative stuff and it helps me lot because I am new to this filed.
