Recording an mp3 audio excerpt from a video file playing

Pretty self explenatory: I'd like to record bits of audio (single sentence, dialogues) from movies (dvd, .avi, .mkv etc etc) that are playing on vlc.

Example from Matrix to extrapolate the Neo speec: going to the needed bit, play the movie, record the sentence and have it on mp3.
Is that possible on Vlc?
