Streaming a vidoe file using udp

Hi all,
I am doing a project on streaming vlc through udp ,i have taken videos that are in cif format which are of 12 sec duration,i have a problem that while streaming the receiver is unable to see the last 2 sec of video at the receiver end, so i thought may be due to the time constraint being less and the buffer size is getting filled at a faster rate i extended the length of the video to 14sec by adding few frames at the beginning of the video. but now when im streaming i can only see the last few frames at the receiver end and not the complete 14 sec video.can someone help me in this regard please. i want to receive the complete video while streaming at the receiver end
