Cant get fullscreen on display2

Cant get fullscreen on display2

I have video card that is run through a video splitter unit. I see display 1 and display 2 from the desktop which is video 1.

Each montior identifies itself properly as 1 and 2 but when I move the VLC player to the 2nd video and try to maximize it,
It maximizes to the video1 instead. I went into the properties but the default video is all that shows up as the default display device.

I've read a lot of posts here but dont understand them - where do you type in the commands such as these 2 posts?:

I've used this command "start vlc --repeat --fullscreen --directx-device=\\.\DISPLAY2 Videos.M3u" and it works on one screen.
If I change it to \\.\DISPLAY3 it works on the other screen.

Anyone interested, I used this command in command prompt
vlc --vout-filter=clone --clone-vout-list="g19, opengl" --clone-count=2 --save-config vlc://quit

This will set VLC to output to both as default.
