How to disable fullscreen controller?

I do not want the interface that appears when the cursor is moved in fullscreen mode. I have searched through the preferences and not found a way to get rid of it.
Looking through previous posts I have seen some people suggest that this is impossible however I have managed to set it up like this on a different computer. I managed this because on a previous version the option to disable it was available in the preferences and i kept my preferences when updating. (I think)
If I am right then surely there must be a way to do it. Can anyone help?
