Position of Widescreen "Black Bars"

Hello, thanks for reading the post. I'm wondering if it is possible to have one large "black bar' on the top of a playing video, as apposed to two "black bars", one above and one below the centered video. In other words, I'd like widescreen video to not be centered vertically, but shifted to the bottom of the screen. Thanks in advance for any suggestions!
