Would VLC prompt me if there is not enough CPU power to play

When I try to play some videos on a certain computer (with russian WinXP) then I can open and load these videos but they are not running.

The same videos are playable on other computers.

I could imagine that the CPU power is too small.

Would VLC tell the user if this is the case?
Or would VLC try to play it even it is stuttering?

Which paramters could prevent else the playing of videos?
