Global Keybindings.

Forgive me if this is a repost but after a google search, and going back a few pages I saw nothing regarding this. I see the option there under Tools > Perfences > Keybinds. But VLC won't actually let me change or activiate them. It lets me change the normal keybinds just fine. But not the global ones.

Is this feature actually there? Or are these just a place holder right now? Or am I missing something really simple here? Been bashing my head agaisnt the wall trying to figure it out.
