Transcoding on the fly...

Been looking around but it seems it's not possible:
I want VLC to act as shoutcast server, receiving aac stream (or any other server, just be able to receive stream), want to transcode it on the fly to mp3, and then stream it further to another streaming server ... Is it possible?
