Detect DRM encoding

If I try to open an RTP stream with an MPEG-2 encoded video, VLC shows an DRM signal in the status bar and fails to render the image correctly.

My question is: Is the DRM signal showed because of a signal in the stream headers, or because it detects that it can't decrpyt the image correctly?

because it sees it in the headers.
