Frame Rate Issue

I am using VLC to play mp4 files off of a hard drive. All is well except that the frame rate is only half of what it should be. Is this an issue with my computer? I am only using USB 1.0 to transfer data from my hard drive to my computer. Thanks

Since you don't give us any infos about your hardware, your OS and the formats of the streams in this video it's a bit hard to help you.

But videos can have very high bitrates and in this case USB 1.0 won't give enough data flow for a smooth playback.
