High bitrate transcoding

I'd like to transcode a clip to a very high bitrate MPEG-2 (35 Mbit/s would be best, 20Mbit/s is the minimum I need). Using VLC however I get a constant stream of "rc buffer underflow" errors when transcoding any kind of input (DirectShow, V4L2, file) to such high bitrate output. The problem occurs for any bitrate value above 15Mbit/s. Is this something that can be avoided? Perhaps I need some more transcoding options, my sample try was:
