web tv don't run "unable to open error...."

hi, befor any day if i look tv under vlc 0,86, after i have receive mini bug, first was i have need to select second or third chanel than it's run.
but from yestherday, full chanel list don't run.
each time is blocked.
i have unlock Firewall, try, but without result.
also was it?
here look error we this me done.
each time this me done error 403.
why this are now forbiden?
before this all run perfectly, and now i think ,this coming from newest version outcoming, each time my tv are blocked.
and this without any changing of settings, each time i have used old settings, but this settings from one weeks to another don't run.
